Speech first. Recitation and the sermon have to reach the last row.
A mosque is already loud with its own reverberation. Adding level without a plan makes the room worse.
We specify a clear source for the imam, delays that disappear, and microphones that do not fight the room. Recitation and speech stay intelligible.
If the same building has a lecture or a ceremony, that is a second brief, not a louder copy of the prayer setting.
